The development of 6G networks is advancing, with the ITU-R IMT-2030 framework outlining its vision and 3GPP Release 21 setting the stage for initial specifications. This progress has prompted researchers to consider whether a 7G network will emerge and what would justify its creation. A recent paper argues that 7G should not be assumed as a natural next step based solely on incremental improvements or higher performance targets. Instead, the need for 7G depends on whether future wireless systems introduce challenges or coordination issues that cannot be addressed by 6G, Wi-Fi, non-terrestrial networks, private cellular setups, or edge-cloud platforms. To evaluate this, the paper proposes a readiness framework focusing on factors such as demand-driven necessity, system-level innovation, coordination benefits, sustainability, trust, and geopolitical considerations. It then applies this framework to potential 7G features like agentic network operation, radio-frequency native computing, quantum-enabled interworking, and policy-aware spectrum governance. The study does not predict a fixed 7G design but offers a structured approach to determine if 7G should be a separate generation, an extension of 6G, or part of a broader post-6G infrastructure. This analysis is significant as it encourages a thoughtful approach to future wireless standards rather than an automatic progression based on numbering conventions.
