Mistral AI Secures €3 Billion in Funding to Boost European AI Sovereignty

French artificial intelligence company Mistral AI announced it has raised €3 billion (approximately $3.58 billion) in a Series D funding round, valuing the company at over €21 billion ($24.39 billion). This marks the largest equity fundraising round ever completed by a European technology firm. The round was led by Samsung Electronics, with participation from the EQT-managed Scaleup Europe Fund and existing investor PSG Equity.
Mistral plans to use the capital to expand its computing infrastructure, accelerate commercial growth, and broaden its international operations. The company emphasizes that it does not intend to create a European version of ChatGPT but aims to remain an AI research lab focused on frontier technologies.
This funding supports Mistral's strategic shift toward addressing concerns in Europe and beyond about dependence on U.S.-based AI technology, especially amid evolving regulatory landscapes. The company has committed to building 1 gigawatt of compute capacity in Europe by 2030 and recently introduced tools allowing customers to select the regions where their AI queries are processed. Additionally, Mistral hosts third-party open-weight AI models, including those from China, positioning itself as a flexible AI services provider that prioritizes customer control over AI models.
Mistral highlights its foundational research as central to its infrastructure and product development, countering perceptions that it is solely an inference service provider. The company operates in 20 countries and focuses on helping governments and corporations leverage AI while maintaining control, differentiating itself from labs like OpenAI and Anthropic, which market AI models more broadly.
The involvement of Samsung and support from French authorities underscore Mistral's role as a European tech leader. French President Emmanuel Macron described the funding round as part of a joint effort between France and South Korea to establish a "third way" in AI development. This reflects the geopolitical significance of AI sovereignty, which has benefited Mistral's growth amid rising demand for non-U.S. AI infrastructure.
While France alone cannot provide all necessary capital to compete with leading U.S. AI labs, partnerships with companies like Dutch chipmaker ASML and Samsung have helped Mistral pursue a collaborative approach similar to other European initiatives. The company maintains strategic relationships with U.S. firms, including an expanded partnership with Microsoft. American investors such as a16z, Nvidia, Salesforce Ventures, Advent, and BlackRock also participated in the funding round.
With new backing from Luxembourg and increased commitments from European investors, Mistral's shareholder base remains international. This diverse support aligns with the company's goal of serving customers seeking AI solutions that balance innovation with regional control.
