Room 641A is a telecommunications interception facility operated by AT&T on behalf of the U.S. National Security Agency (NSA). It began operations in 2003 and was publicly disclosed in 2006 by Mark Klein, a former AT&T technician. The room is located within an SBC Communications building in San Francisco, occupying a secure space equipped with advanced surveillance technology.

The facility contains equipment such as the Narus STA 6400, designed to intercept and analyze internet communications at high speeds. Fiber optic lines from beam splitters tap into internet backbone traffic passing through the building, allowing access to a vast amount of data. Experts have noted that this setup provides the capability to monitor both domestic and international internet traffic on a massive scale.

The revelation of Room 641A led to significant legal action. The Electronic Frontier Foundation (EFF) filed a class-action lawsuit against AT&T in 2006, alleging illegal collaboration with the NSA to conduct mass surveillance on American citizens. Although initial court rulings allowed the case to proceed, it was ultimately dismissed in 2011 after Congress granted retroactive immunity to telecommunications companies cooperating with government surveillance programs.

A separate lawsuit, Jewel v. NSA, was filed in 2008 and continued for years. In 2019, the court ruled that the evidence was insufficient to prove the specific operations of Room 641A, citing the limited direct knowledge of key witnesses.

The existence of Room 641A and related surveillance activities have been the subject of media coverage and documentaries, raising ongoing concerns about privacy, government transparency, and the extent of mass surveillance programs in the United States. The case also sparked speculation about similar facilities operating nationwide.
